Two things a website cannot do
A page in a browser cannot watch a folder, and it cannot tell Discord what you are looking at. This does both, from the tray, and nothing else.

It watches a folder
Point it at wherever your capture tool saves, and anything that lands there goes up on its own, with the address on your clipboard before the file has finished writing. Files already in the folder when it starts are left alone — it uploads what happens next, not your history.
It tells Discord what your page is
Your address, your view count and a button to it, in the panel Discord shows under your name. That is Rich Presence, it needs a running application, and it is the one thing no profile site can do from a browser.
Windows will warn you, and it is right to
This build is not code-signed. When you run it you will see “Windows protected your PC” — click More info, then Run anyway. A signing certificate costs several hundred a year and removes exactly that dialog and nothing else, so velt has not bought one yet. Saying so is better than letting you meet it without warning.
Download it from this page and nowhere else. Anything calling itself velt on a download site is not from us.
What it needs from you
One upload key, made under Your files, with upload and read ticked — read is what lets it show your handle and your view count in Discord. There is no second password and no session: the application holds that one key, it is stored on your machine, and it grants exactly what its scopes say. Revoke it and the application stops, with everything it uploaded still here.
